You've pulled together details about the project artists, and perhaps gotten initial interest from them. You also have a high level financial plan

You've developed detailed plans with milestone dates and a delivery date. And you secured interest from artists, performers and venues. You can provide financial projects for the project, and have a detailed budget of all your requirements. You have a project team that is able to help you deliver this event. This includes details about your artists, creative direction, promotions, marketing, venue, ticket sales, legal, compliance and any ambassadors.

You are ready to execute on your plan. You have obtained commitments including heads of agreement, or terms and conditions with all the relevant parties. You can demonstrate a strong project plan and budget. Your creative team is ready to deliver, and may even have started initial rehearsals or development. You have a clear strategy for attracting ticketing sales and interest in your work. You can demonstrate at least 30% investment and at least 60% total investment of funds, and in-kind time and any materials/ equipment.
